BY LAWS NORTHERN NEW YORK BASSMASTERS IIOGDENSBURG, NEW YORK   13669 

ARTICLE I – NAME & PURPOSE

 

SECTION I – NAME

             This Chapter shall be called Northern New York Bassmasters II. 

SECTION II – PURPOSE

 To stimulate public awareness of bass fishing as a major sport.  To offer our state Department of Environmental Conservation our moral and political support and encouragement.  To promote full adherence to all conservation codes and to demand adequate water standards and legal enforcement of existing regulatory standards.  To detect and report any polluter and call public and political attention to his crime.  To improve our skill as bass anglers through a fellowship of friendly exchange of expert bass catching techniques and ideas, and a love for this great recreation.  To function as a dynamic and effective link with other chapters embracing the principles and purposes of the Bass Angler’s Sportsman Society. To promote youth fishing through club functions and activities. 

ARTICLE II – MEMBERSHIP

 

SECTION I – NUMBER OF MEMBERS

             The Chapter shall begin with at least six (6) members.  Total membership is unlimited. 

SECTION II – REQUIREMENTS FOR MEMBERSHIP

             To become a member, a person shall: (A)      Be a member of B.A.S.S.; B.A.S.S. Federation Nation and the New York State B.A.S.S. Chapter Federation, Inc.(B)      Be recommended by two members at a regular monthly meeting.(C)      Be voted on by the membership.  Vote shall be by secret ballot and affirmation must be unanimous.(D)      Must pay dues to the club. 

SECTION III – MEMBERSHIP DUES

             The membership dues shall be $55.00 a year and run from December to December.  All dues are payable at or prior to the December meeting.            Dues as follows: $15.00 NNY Bassmasters II; $20.00 NYSBCF; $20.00 Federation Nation.  Members are responsible for maintaining a current            and up to date B.A.S.S. member number. 

ARTICLE III – OFFICERS, ELECTIONS, VACANCIES, & ELIGIBILITY

 

SECTION I – OFFICERS/BOARD OF DIRECTORS AND THEIR DUTIES

             The officers of the Chapter shall consist of: (A)      President:  Preside over all meetings and direct all official business.  Appoint and direct all committee functions.  Supervise all club functions.  The President is the official contact person of the Chapter, and the President’s home address is the official address of the Chapter.(B)      Vice President:  Act as program chairman, assist the President in his duties and preside in the absence of the President.  The Vice-President serves as Tournament Director.(C)      Secretary/Treasurer:  Maintain accurate minutes of all meetings, maintain accurate financial records and report at each meeting.  Maintain regular liaison between the Chapter and the Bass Angler’s Sportsman Society national headquarters.(D)      Board of Directors:  Includes the above officers, along with the immediate past President and two other members selected by the membership. 

SECTION II – ELECTIONS

 The election of officers shall be held annually at the clubs End of Year Banquet.  Election shall be by simple majority of the members present.  Election for each officer shall be held separately in the order listed in

ARTICLE III, SECTION I.
 

SECTION III – ELIGIBILITY OF VOTE

Each member is entitled to one vote for each office and must be present to vote.  Proxy votes are not permitted. 

SECTION IV – TERM OF OFFICE  
The term of office is two years, which shall begin at election. 

SECTION V – VACANCIES 
In the event of an office becoming vacant, nominations shall be asked and an election held to fill the unexpired term of the individual vacating the office at the next meeting. 

SECTION VI – ELEGIBILITY FOR HOLDING OFFICE  
To be eligible for an office, a member must:
(A)    Have been a member for at least six months(B)    Have attended at least one half of the Chapter meetings and one half of the Chapter functions including tournaments. 

ARTICLE IV – METHOD OF AMENDING THE CONSTITUTION SECTION I – AMENDING THE CONSTITUTION AND BY LAWS 
The constitution may be amended at any regular meeting by a two thirds vote of the members presents, provided notice of the proposed amendment has been presented to the membership at least one regular meeting prior to the vote. 

ARTICLE V – REMOVAL OF MEMBERSHIP SECTION I – REMOVAL OF MEMBERSHIP            
A member shall be dropped from membership role for any of the following reasons:
 (A)    Failure to pay dues(B)    Any action which would reflect dishonor and disgrace on this Chapter.  The person shall be removed by a vote of at least 51% of the membership in attendance. (C)    Failure to participate in Chapter meetings and Chapter functions during a 12-month period.  (“Summer” members shall attend 50% of the summer meetings, June through September.) 

ARTICLE VI – AFFILIATION SECTIONI – AFFILIATION 
This Chapter must maintain 100% B.A.S.S. membership and submit a membership roster to B.A.S.S. headquarters every 12 months.  This roster must include names and complete addresses of Chapter members.
